Pre-shipment inspection is control quality, weight, quantity, sizes, specification of goods, cargo, product before loading and during loading for exporting

Pre-shipment inspection is offered to exporters and importers and comprises a detailed inspection of equipment or materials after manufacture, but prior to shipment. The scope includes Quality & Quantity, Packing & Marking and Supervision of Loading. A Certificate of Inspection can be provided against a Letter of Credit and authorized by a Chamber of Commerce.

For export to countries with import certification schemes, the AIM Control pre-shipment inspection is a necessary step to receive an import export certificate and payment document of banking for the shipment.

Basing on Agreement of WTO

On 20 September 1986 agreed that the Uruguay Round of Multilateral Trade Negotiations shall aim to "bring about further liberalization and expansion of world trade", "strengthen the role of GATT" and "increase the responsiveness of the GATT system to the evolving international economic environment";

 A number of developing country Members have recourse to pre-shipment inspection;

Recognizing the need of developing countries to do so for as long and in so far as it is necessary to verify the quality, quantity or price of imported goods;

Mindful that such program must be carried out without giving rise to unnecessary delays or unequal treatment;

This inspection is by definition carried out on the territory of exporter Members;

The need to establish an agreed international framework of rights and obligations of both user Members and exporter Members;

 The principles and obligations of GATT 1994 apply to those activities of pre-shipment inspection entities that are mandated by governments that are Members of the WTO;

It is desirable to provide transparency of the operation of pre-shipment inspection entities and of laws and regulations relating to pre-shipment inspection;

Desiring to provide for the speedy, effective and equitable resolution of disputes between  exporters and pre-shipment inspection entities arising under this Agreement.
